The General Secretary Tô Lâm chaired a meeting of the Secretariat to review the implementation of Directive 55 concerning the organization of the Binh Ngo (Water Horse) 2026 Tet holiday. According to a report from the Central Office of the Party, the Tet holiday was celebrated in a warm, safe, and joyful atmosphere nationwide. Localities prioritized care for policy beneficiaries, contributors, and those facing difficulties, ensuring timely social security benefits. Urban embellishment and environmental sanitation were implemented comprehensively. Numerous cultural, artistic, and traditional festival activities were organized, fostering a positive atmosphere and strengthening public trust at the start of the new year.

II. General Secretary Tô Lâm’s Directives for 2026

General Secretary Tô Lâm emphasized that 2026 is a particularly important year, marking the vigorous implementation of the resolutions and strategies from the 14th Party Congress. This year is crucial for laying the foundation for a new stage of development demanding higher aspirations, greater determination, and more decisive action. He instructed the entire political system to deeply internalize the principle of “compact Tet celebrations and early work commencement,” actively promoting innovation and effectively implementing the action program to realize the resolutions of the 14th Party Congress. Specifically, he called for thorough preparation for the 2nd Central Conference and the timely issuance of the 2026 work program. Simultaneously, successful organization of the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is paramount.

Regarding socio-economic development, the General Secretary stressed maintaining macroeconomic stability, controlling inflation, ensuring major balances, and striving for a GDP growth rate of 10% or higher. He also emphasized accelerating public investment disbursement and resolving bottlenecks in key projects. Furthermore, he highlighted the importance of prioritizing cultural development, education, healthcare, social security, national defense, and security, alongside strengthening information and communication efforts to inspire confidence and a desire for development, ultimately achieving the goals set for 2026. As stated by the General Secretary, the focus must be on “compact Tet celebrations and early work commencement.”

III. President Lương Cường’s Guidance to the Presidential Office

During a New Year meeting with officials and employees of the Presidential Office, President Lương Cường praised the office’s proactive coordination with relevant agencies in building programs and providing thoughtful, timely, and effective service for the President’s domestic and foreign affairs before, during, and after Tet. He also acknowledged the office’s attention to the material and spiritual well-being of employees, ensuring a warm, joyful, safe, and economical Tet celebration in line with the Secretariat’s directives. President Lương Cường underscored that 2026 is a year of special significance and urged the Presidential Office to closely follow the action program to concretize and effectively implement the resolutions of the 14th Party Congress and the Congress of the Presidential Office’s Party Committee. IV. Prime Minister Phạm Minh Chính’s Meeting with Social Sciences and Humanities Scholars

Prime Minister Phạm Minh Chính met with scientists and experts in the field of Social Sciences and Humanities and worked with the Vietnam Academy of Social Sciences (VASS). Representing the Party and State leadership, the Prime Minister extended New Year greetings and expressed deep gratitude for the contributions of generations of VASS scientists over the past seven decades. He requested VASS to make breakthroughs, playing a strategic advisory role to the Party and State in social sciences and humanities, guided by the 24-word principle: “Lý luận phát triển, bản sắc giữ gìn, truyền thống phát huy, tinh hoa hấp thụ, phản biện sắc xảo, kiến tạo tương lai” (Develop theory, preserve identity, promote tradition, absorb the best, offer sharp critique, and build the future). The Prime Minister suggested VASS focus on key tasks, including effectively implementing the resolutions of the 14th Party Congress and related Politburo resolutions, improving the quality of basic research linked to safeguarding the Party’s ideological foundation in the new era, and enhancing the quality and effectiveness of policy advice. He also urged VASS to analyze and provide viable solutions to major questions and challenges facing the country’s development.

V. National Assembly Chairman Trần Thanh Mẫn’s Instructions to NA Committees

National Assembly Chairman Trần Thanh Mẫn worked with and assigned tasks to several National Assembly committees. He commended the outstanding achievements of the Committee for Culture and Society, the Committee for Deputies’ Affairs, the Committee for Petitions, the Supervisory Committee, the Committee for National Defense and Security, the Committee for Foreign Affairs, and the Committee for Science, Technology and Environment.
