I. Tổng Bí Thư Tô Lâm’s Directives for Cao Bằng Province

During a working session with the Cao Bằng Provincial Party Committee, General Secretary Tô Lâm emphasized the need for Cao Bằng to select a suitable development path, translating the Central Committee’s strategic orientation into practical and feasible tasks. He highlighted Cao Bằng’s unique strategic position as a border province with significant importance in national defense, security, and foreign affairs, as well as its revolutionary history.

The General Secretary acknowledged the province’s progress in expanding its development space, particularly in border economic zones, border trade, and tourism. However, he stressed the small scale of its economy and the need for a more robust development model. He stated that Cao Bằng, being a mountainous border province with limited resources and fragmented terrain, cannot simply copy development models from other localities. Instead, it must transform its challenges into advantages, leverage its border location, and utilize its historical and cultural values as resources for sustainable growth.

Specifically, the General Secretary called for a shift towards a more efficient and productive growth model, prioritizing the well-being of the people as the central metric. He also urged the province to strengthen public support, improve governance, enforce public service discipline, apply science and technology, and implement genuine digital transformation. He emphasized that “the higher the goal, the more accurate the development thinking, the more precise the breakthroughs, and the stricter the public service discipline must be.” He expressed confidence in Cao Bằng’s ability to leverage its unique advantages and contribute to the success of the 14th Party Congress resolutions.

II. Thủ Tướng Phạm Minh Chính Inspects APEC 2027 Infrastructure Projects in An Giang & Phú Quốc

Prime Minister Phạm Minh Chính inspected the progress of strategic infrastructure projects in An Giang province and Phú Quốc Special Economic Zone, specifically those related to the APEC 2027 summit. He inspected the expansion project of Phú Quốc International Airport, praising the efforts of the An Giang province, relevant ministries, investors, and contractors for their rapid and decisive implementation.

The Prime Minister underscored the national importance of these projects, stating they are crucial for hosting APEC 2027, elevating the country’s international standing, and completing strategic infrastructure. Regarding material supply, he instructed that difficulties be addressed as a national priority, directly assigning material sources to investors and contractors to prevent corruption and waste.

During a meeting with stakeholders, the Prime Minister demanded a strong sense of responsibility, adherence to regulations, and relentless effort – “working hard, overcoming difficulties, making the most of time, and ensuring progress, quality, technical standards, environmental hygiene, and labor safety.” He reiterated the “Five Transformations, Four Nos, Three Haves” framework:

• Năm hóa (Five Transformations): Greening, digitizing, optimizing potential, intelligent management, and harmonizing interests between the state, people, and businesses.
• Bốn không (Four Nos): No waste of a day, no delay of a week, no missed opportunity of a month, and no passivity of a year.
• Ba có (Three Haves): Contributions from the state, businesses, and the people.

III. Central Propaganda & Mobilization Conference & Dissemination of 14th Party Congress Results

The Central Propaganda and Mobilization Department held a national conference of central reporters in May 2024 to disseminate the results of the 14th Party Congress. The aim was to strengthen the provision of accurate and timely information, fostering unity within the Party and societal consensus.

The Department urged provincial and municipal Propaganda and Mobilization Departments, as well as Party reporters and propagandists, to advise their respective Party committees on implementing effective communication activities to disseminate the outcomes of the 14th Party Congress, particularly its novelties, to Party members and all social strata. They were also instructed to implement Directive 01 of the Politburo, prioritizing the study, learning, and implementation of the Congress resolutions throughout the year and the entire term. A national online conference for studying and implementing the Congress resolutions is scheduled for June 7th.

IV. Opening of Vietnam’s Documentary Heritage & National Archives Exhibition

The exhibition space showcasing Vietnam’s World Documentary Heritage and significant national archives was officially inaugurated at the State Records and Archives Department of Vietnam. The exhibition features UNESCO-recognized documentary heritage such as the Nguyễn Dynasty Woodblocks (Mộc Bản Triều Nguyễn) and Imperial Edicts (Châu Bản Triều Nguyễn), alongside other rare national archival documents reflecting key historical periods.

The exhibits are presented visually, combining original documents with explanatory information to enhance public understanding and appreciation of their value. The opening aims to preserve and promote documentary heritage while bringing historical memory closer to the public, especially younger generations, in the context of digital transformation and the development of archival culture in Vietnam. The exhibition is open to the public free of charge, seven days a week.

V. FPT Establishes Advanced Chip Testing & Packaging Plant

FPT Corporation announced the establishment of an advanced chip testing and packaging plant, led by Vietnamese engineers, expected to be operational this year. This plant is anticipated to complete the domestic semiconductor industry value chain. Located in Bắc Ninh province, the plant will be implemented in two phases.

FPT will enhance testing capabilities for high-end chips serving IoT, automotive, and AI-integrated systems, completing the semiconductor value chain through close collaboration with domestic and international technology companies. This will enable self-reliance from design and manufacturing to final packaging, optimizing costs and demonstrating Vietnamese mastery of core technologies. This is a strategic step for Vietnam to transform from a manufacturing country into an important semiconductor hub capable of competing globally.
