Review of Specialized Court Law

The Standing Committee of the National Assembly convened its 52nd session to review and provide opinions on the draft law on specialized courts. The Supreme People's Court has actively prepared the legal dossier, making it eligible for consideration and decision by the National Assembly at its 10th session through a shortened procedure.

Government Performance Review and Discussion

Under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly heard and discussed consolidated reports on the implementation by members of the Government, the President of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, and the State Auditor General regarding resolutions of the National Assembly for the 14th and 15th terms concerning thematic supervision and questioning.

• Positive Outcomes: The report highlighted the successful resolution of many significant issues, particularly 13 key projects that are progressing well.
• Call for Analysis: Delegates urged a clear analysis of both the successes and shortcomings in implementing Resolution 74 on practicing thrift and combating waste.

Policy Recommendations and Support for Disaster Recovery

• Support for Stalled Projects: The National Assembly is requested to approve the Government's proposal and pass a resolution allowing the application of five special policies under Resolution 170 of the National Assembly to resolve difficulties and obstacles for stalled projects nationwide.
• Timely Problem Solving: For new legal issues arising during the resolution of project obstacles, it is recommended that the responsible level address them promptly.
• Disaster Relief: Regarding recent floods and storms, some delegates proposed strong mechanisms and comprehensive policy packages to support affected people in recovery and sustainable adaptation.
• Relocation and Resettlement: A proposal was made for the Government to present a concrete roadmap and solutions for the period 2026-2030 for the relocation and resettlement of households living in high-risk natural disaster areas to minimize losses due to climate change.
• Integrated Policy Package: Appreciation was expressed for the leadership of the Central Committee and the Prime Minister, including the recent "Than Toc Tao Bao" (Rapid and Bold) campaign. However, a recommendation was made for the Government to consider a more synchronized and fundamental policy package, potentially submitted to the National Assembly or utilizing existing resolutions on special mechanisms and policies to address legal challenges.

Afternoon Session: National Target Programs

In the afternoon, the National Assembly held group discussions on the investment policy for national target programs: New Rural Areas, Sustainable Poverty Reduction, and Socio-economic Development for Ethnic Minority and Mountainous Areas until 2035.
