I. Provincial Growth Objectives & Challenges

Following the resolution of the first Provincial Party Congress, Đắk Lắc province has set a Gross Regional Domestic Product (GRDP) growth target of 10.5%. However, the province acknowledges that traditional growth drivers have diminished, and new ones have yet to fully materialize. Compounding these challenges, the region has recently experienced significant impacts from natural disasters. This situation necessitates a comprehensive shift in approach across the entire political system, demanding renewed commitment and innovative strategies.

II. Addressing Institutional Bottlenecks & Project Implementation

A primary focus for Đắk Lắc is the removal of institutional bottlenecks – obstacles within the regulatory framework – to facilitate the implementation of existing projects. This is seen as crucial for generating early momentum during the current term. A key example highlighted is the Cù Lao Máy Nhà high-end resort and tourism complex, a 137-hectare project with a nearly 5,000 billion đồng investment. After years of delays, construction has finally commenced, signifying progress in resolving legal and land clearance issues. A local official expressed profound emotional relief at the project’s launch, stating, “Dự án tr khai thì địa phương của mình sẽ là một cái điểm tỏa sáng” (When the project is implemented, our locality will become a shining spot).

III. Investment Landscape in Eastern Đắk Lắc

The Cù Lao Máy Nhà project is not an isolated case. The eastern coastal area of Đắk Lắc currently hosts 43 licensed investment projects with a combined capital of 90,000 billion đồng. Specifically, the Nam Phú Yên Economic Zone is slated to begin construction on three major projects this year, covering over 1,110 hectares with a total investment of 24,000 billion đồng. These initiatives directly support the implementation of the Provincial Party Congress resolution.

IV. Proactive Investor Support & Administrative Reform

Đắk Lắc province is actively prioritizing support for investors. This includes maximizing assistance in navigating administrative procedures, researching relevant regulations, and advising the Provincial Party Committee and People’s Committee on the development of superior investment incentive policies. The goal is to attract large investors by offering the most favorable conditions to enhance the competitiveness of industrial and economic zones and maximize investor efficiency.

The province is also aggressively pursuing digital transformation to reduce administrative burdens. The processing time for business registration has been shortened from three days to two days. Numerous departments and agencies have established dedicated sections on their electronic portals to receive and address business concerns.

V. Central Directives & Project Unblocking Initiatives

A comprehensive review is underway to identify and address the obstacles encountered by previous projects. In line with Central directives – specifically Kết luận 77 and Nghị quyết 170 – the province is exploring all possible avenues for rapid resolution of these issues. The aim is to unlock previously stagnant social resources accumulated within these projects. The potential of the eastern region, combined with the expanded spatial scope following administrative consolidation, has positioned Đắk Lắc as a province with significant advantages for attracting investment. With determined action and the removal of bottlenecks, the province believes the potential of its coastal areas can be activated. This, in turn, is expected to fuel confidence in achieving a double-digit growth rate – a target considered attainable from the beginning of the current term.
